<div style="text-align: justify;">This position will provide senior-level business and systems analysis, application development, and operational support for the NC State Laboratory of Public Health. This position will be responsible for Laboratory Information Management system (LIMS) application development and maintenance operations using Java programming technology. The position will provide rapid application development and system administration/configuration support for creating new applications and modifying existing applications to support NC SLPH Information Technology initiatives. This position is also required to understand advanced database concepts to create report requests and assist in application/database performance tuning. This position requires independent initiative and action in decision making, analysis, design, programming, and troubleshooting arenas. Qualified candidates must document on the application that they possess all of the following:</strong><br><br><ul><li><div style="text-align: justify;">Experience in the development and support of complex programming code in languages such as Java, JavaScript, MS SQL, PLSQL, Web Services, SOAP, HTML/HTML5 and XML along with testing, and migration to production level use.</div><li><div style="text-align: justify;">Experience with development best practices and methodologies to evaluate, diagnose, and develop applications for optimal systems performance.</div><li><div style="text-align: justify;">Experience writing optimized SQL queries and analyzing existing SQL queries for performance improvements.</div><li><div style="text-align: justify;">Experience in direct client contact and maintaining effective working relationships with end users and other internal/external staff.</div><li><div style="text-align: justify;">Experience in organizing, prioritizing, and following complex and/or detailed technical procedures.</div></ul><div style="text-align: justify;"><strong>Management Preferences:</strong></div><br><ul><li><div style="text-align: justify;">Experience developing new functionalities in Laboratory Information Management Systems (LIMS). StarLIMS Scripting language (SSL) is a plus.</div><li><div style="text-align: justify;">Experience troubleshooting business, technological, or system problems, recommend solutions, understand software. modifications/enhancements, assess impact on business processes, develop unit and system test plans, process flows, diagrams, and charts.</div><li><div style="text-align: justify;">Experience with the oversight and maintenance of a clinical, public health, or environmental laboratory LIMS. StarLIMS experience is a plus.</div><li><div style="text-align: justify;">Experience developing data transformation scripts for extract, migration, and interface needs Experience in evaluating, designing, implementing, and maintaining database systems.</div><li><div style="text-align: justify;">Experience within a healthcare oxicology laboratory setting.</div><li><div style="text-align: justify;">Experience with reporting platforms such as Jasper, Crystal reports, SQL Reporting Tools (SSRS), Tableau, SAS, PowerBI.</div><li><div style="text-align: justify;">Working knowledge of HL7 messaging and HL7 integration using integration engines such as Rhapsody and Cloverleaf.</div><li>Experience preparing technical documentation of product sub-systems.<li>Experience with Agile software development practices.</ul>&nbsp;<strong><em>Some state job postings say you can qualify by an equivalent combination of education and experience.
